The Rudder Limiter is a term called for the restriction of the movement of the Rudder.
On big Aircrafts the Rudder movement is limited to few degrees (less than at low speeds), since the full deflection of the rudders at high speed can cause structural damage to control surfaces.
The Rudder movements are full at low speeds, but as the Aircraft approaches a pre-determined speed the Rudder movement is restricted to few degrees automatically. Some Aircraft has a provision of limiting the Ailerons movement as well on approaching a pre-determined speed. This is usually accompanied by utilizing the Spoilers to act as the Ailerons.
In normal conditions to roll the Aircraft left, the left Aileron goes up and the right Aileron goes down, at a pre-determined speed to roll the Aircraft left, the left Spoiler goes up deflecting into the free airstream along with the ailerons.
